An Oklahoma County jail inmate suffering from psychosis has admitted choking another inmate to death early Wednesday in their cell, a state agent reported.
Ragle Demond Johnson, 38, of Oklahoma City, is now being held on a murder complaint.
Johnson said he killed “to prove his worthiness to Wahayoo,” Special Agent Martin Solorzano of the Oklahoma State Bureau of Investigation wrote in a court affidavit filed Friday.
The reference to “Wahayoo” is not further explained.
Johnson “admitted to having psychosis and taking medication for it,” the agent wrote in the affidavit.
The death of the inmate, Cecil Robert Arnold, 55, is the latest incident of alleged inmate-on-inmate violence at the facility near downtown Oklahoma City.
In a report made public in 2008, the U.S. Justice Department criticized the jail for “an inordinately high risk of detainee-on-detainee violence” because of crowding and poor supervision.
Officials said they have made improvements but the federal government still does not use the Oklahoma County jail to hold federal detainees because of that report.
Johnson was in jail because he had been arrested May 15 after allegations of throwing rocks at cars in north Oklahoma City. A police officer reported having to shock Johnson twice with a Taser to subdue him.
After being arrested, Johnson was rambling about Yahweh, an ancient name for God, police reported.
OSBI agents investigating the jail death discovered Johnson, the victim and another inmate were in the same cell in the jail’s mental health floor.
The third inmate — identified as Edgar Dwayne Thomas — told investigators he was asleep on a mat on the floor when Johnson and the victim landed on him in a struggle about 2:20 a.m. Wednesday.
Thomas said Johnson choked the victim from behind, telling the victim numerous times to go to sleep, according to the affidavit.
In admitting to the death, Johnson said police’s use of Taser on him “had recharged him and the ‘thing’ inside him,” the OSBI agent wrote in the court affidavit.
The victim, Arnold, was a convicted sex offender, who was facing revocation of probation in a 2009 case. The case had been delayed because of questions about his mental competency. ..Source.. by Nolan Clay
